This quote means before you do something and take action you have to ask yourself if it's right or wrong because you can make a bad decision that you'll regret that could've been better. For example like if you find a wallet or something you can either keep the money but fell guilty about it or return it and feel relieved that person is happy and grateful that you gave it back. And you have to act how you would if someone else was in your position and how you would feel if they took the actions you did. If you do good it will come back to you, you won't be left empty handed but if you choose the wrong it's also going to come back to you.
